President Christy Madden
Christy Madden Hello, my name is Christy Madden and I am honored to be serving as your Board President. I’ve worked for the County since 1985 in the Planning Division, former Solid Waste Management Department, and the CEO’s office where I am currently the Community Development Manager, administering grant funds from HUD, FEMA and FHWA. As a Southern California native married with two children, I earned bachelor’s degrees in Environmental Studies and Economics from UCSB and a Master’s in Public Administration from Cal State Northridge. Enhancing opportunities for peer interaction, personal and professional improvement, and highlighting what’s good with government are my passions. I commit to do what I can to promote these objectives through the Council’s events, activities, and communication tools and make the Council responsive to its membership’s priorities.

Vice President Cheryl Wade
Cheryl Wade Hello! I’m Cheryl Wade and I am a commander with the Sheriff’s Office. I’ve worked for the Sheriff’s Office for over 29 years, and during that time I’ve worked in a variety of assignments. I received my Bachelor of Science degree in Business Administration/Management from California Lutheran University and my Masters degrees in Public Administration from California State University, Northridge and Homeland Security and Defense from the Naval Postgraduate School. I look forward to serving on the Board and building relationships with fellow County managers.

Secretary Chris Cooper
Chris Cooper Hello, my name is Chris Cooper and I am an Engineering Manager for the Public Works Agency – Engineering Services Department. I began working for the County in 1987 for Ventura County Flood Control District, known now as Watershed Protection District. In January 2003, I returned to the County to manage capital improvement projects after a 10-year absence. I received my Bachelors of Science degree in Civil Engineering from the University of California at Davis and my Masters in Public Administration from California State University Northridge. My wife and I are extremely blessed to be raising our two daughters (11 and 14 years old) here in beautiful Ventura. When not working, I like spending time with my family and swimming with the Ventura County Masters swim program. I am honored to be a member of the Management Council Board and look forward to building new relationships with fellow managers in other agencies and departments.

Treasurer Mark Lorenzen
Hi. My name is Mark Lorenzen and I currently serve as the Fire Chief for the Ventura County Fire Protection District. I have been with the County since 1991 and have the responsibility for guidance and oversight of an organization comprised of approximately 550 employees. I earned a Bachelor’s degree in Business Economics from the University of California at Santa Barbara and a Master’s degree in Public Administration from California State University at Dominguez Hills. Prior to becoming a firefighter I was a licensed Certified Public Accountant and have continued to maintain my license. I reside in Santa Barbara with my wife and three children.

I am pleased to be serving on your Board and look forward to helping shape our future leaders. I am excited to add a unique perspective to the Board with the diversity of my background and work experience. My goals are to encourage professional growth through the Council's educational outreach program and help managers throughout the County understand the importance of professional relationships in the workplace and facilitate that through networking opportunities.

Board Member Betty Huff
Betty Huff Hi, I’m Elizabeth Huff, better known as Betty.  I am the Manager of the Community Services Section of the Environmental Health Division in RMA.  My staff are the “health inspectors” of food facilities and public swimming pools.  I am proud of the work my staff provides and that of all County employees.  I have worked for Environmental Health for 23 years, as a Manager for 8 of those years.  I have two young children so I imagine I will be here for another 15 years or so.  I joined the Management Council as a Founding Member because I believe in its mission.  I have enjoyed attending Management Council events and use them as opportunities to meet, learn from, and support the other Managers.

Board Member Melissa Livingston
As a County employee for over 30 years my career path has taken me from an extra help student worker to that of a Deputy Director, and during that time I have benefited greatly from the leadership and mentorship of many quality managers within our County family. I do believe my own personal and professional development and success has been a by-product of the exact reasons why the Management Council exists in promoting excellence in our Management team through forming mutually respectful relationships; providing opportunities for mentoring and coaching; providing opportunities to share experiences and ideas; providing new opportunities for growth and development; modeling the right behaviors for our workforce to follow; and most importantly valuing and investing in our people. Being in a leadership role to model and promote these same opportunities for others is not only rewarding, but an appropriate way of giving back to the County as we continue to foster and exemplify excellence in county governance and leadership.

Board Member Mark Varela
Mark Varela Hello…my name is Mark Varela, and I am the Chief Probation Officer for the County of Ventura. I am a proud, life-long resident of Ventura County and a graduate of the University of California @ Santa Barbara. I began my career with the Probation Agency in 1988, and I have spent the majority of this time working with at-risk youth and adult offenders in a variety of different programs, schools, community settings and residential facilities. I feel incredibly fortunate to be working in a field that I love and enjoy.

During my 25 years of County service, I have had the pleasure of meeting many interesting, creative and enthusiastic people. I joined the Ventura County Management Council to get involved in the many worthwhile activities and educational opportunities throughout the year. My participation is this Council has enabled me to learn more about County functions and has allowed me to establish many new contacts and friendships with other County administrators and managers.

Board Member Greg Bergman
Greg Bergman I received my Bachelor of Science in Business Administration from California State University, Fresno and earned my CPA license a few years later after relocating to Ventura. I began my career at the County of Ventura in August 2002 as the GSA Fiscal Manager and was promoted to GSA Deputy Director in November 2009. I have oversight of Procurement, GSA Fiscal, GSA HR and several other areas for which GSA has responsibility. I am continuing in my quest to be an effective leader at the County and within our agency and feel that the Management Council can play an integral role in that endeavor. I look forward to serving the members and hope to see you at the educational and networking events.

Monique Nowlin

Monique Nowlin is the Deputy Director for the Ventura County Area Agency on Aging (VCAAA).

Monique holds a Master’s Degree in Public Policy and Administration and has been with the County of Ventura for over 20 years in various management capacities.
